As for accreditation in terms of certification is concerned, this official recognition of that someone that is accreditation bodies is done by ISO and the accreditation bodies thus approve certification bodies for certification if the organizations fulfil the requirements laid out by ISO.
A simple answer is that a consultant is not required to implement ISO standards. In fact, many companies achieved the implementation ISO standards on their own, by appointing key employees to the task. The ramification, however, of trying to implement a system on your own can be a set back to your business if resources are stretched too thin and can quickly outweigh any money saved by not hiring a consultant.
